The Impact of Digital Transformation of Government Services on Sustainable Development in Libyan Public Institutions

Abstract

This study aims to examine the impact of the digital transformation of government services on sustainable development within Libyan public institutions. Digital transformation plays a pivotal role in achieving sustainable development, as information technologies in general—and electronic services and communications in particular—can significantly contribute to this objective. These technologies stimulate research and development, enhance the performance of both public and private institutions, and promote the creation of new administrative and institutional models, such as digital cities and technology incubators. Moreover, they foster economic growth and generate employment opportunities that help reduce poverty, while supporting the implementation of plans and programs aimed at transitioning toward an information society. The study also explores the concept of digital government in Libya, its stages of development, and the challenges hindering its implementation. In addition, it seeks to clarify how governments can effectively undertake digital transformation. The findings indicate that digital transformation is essential for several reasons, including meeting environmental requirements, adapting to ongoing changes, and avoiding lagging behind in the information age. Achieving this transformation requires institutional restructuring, organizational reform, and the creation of new roles within government entities. The study further highlights that establishing a digital government faces numerous challenges, such as the shortage of computer equipment, limited availability of advanced software applications, and insufficient coordination and communication among government agencies and operational processes. At the same time, the findings demonstrate that digital transformation offers multiple advantages, including cost and effort reduction, alignment with technological advancements, and the mitigation of corruption. The establishment of a digital government requires several key prerequisites, including the availability of adequate computer infrastructure and advanced software systems, as well as effective coordination and communication across government entities and processes. Among the most critical steps in government digital transformation are the development of digital infrastructure, modernization, information management, and system integration. Finally, the study identifies several obstacles facing the Libyan government in its digital transformation efforts, including the persistence of routine and traditional administrative procedures in some public institutions, insufficient financial resources allocated to digital management projects, and low levels of digital awareness.
