Abstract

Iranian Strategy in the Strait of Hormuz Instruments of Pressure and the Limits of Leverage in Global Security This study examines how Iran can use its position along the Strait of Hormuz to exert political and economic pressure and why such pressure does not establish lasting control over navigation. A qualitative documentary comparison examines the detention of a tanker in 2019 alongside oil market tensions in June 2025 and maritime disruption in 2026 through 25 September by distinguishing observed interference with passage from economic consequences and evidence of political concessions. The findings indicate that economic effects may emerge without closure and that documented disruption does not by itself establish a negotiated gain while the policy implications include combining navigation protection with diversified supply arrangements and verifiable maritime communication in recognition of the costs borne by Iran and other affected actors.
