Abstract

This study aims to analyze the reality of intra-regional trade between southwestern Libya and neighboring countries, particularly Algeria, Niger, and Chad, during the period from 2011 to 2025, and to explore its potential as an effective driver of sustainable development. The study's importance stems from the geographical and strategic position of southwestern Libya as a land gateway connecting Libya to its African hinterland and the Sahel-Saharan region, thus granting it significant potential to revitalize regional trade. The study adopted a descriptive-analytical approach to monitor the development of intra-regional trade and analyze the factors influencing it. The results showed that this trade activity was significantly affected by the political and security instability that Libya has witnessed since 2011, resulting in weakened border control, the spread of smuggling and informal trade, and a decline in the efficiency of infrastructure and logistics services. This has limited the growth of formal trade and weakened its developmental impact. The study also indicated that the region possesses promising economic assets, including its distinguished geographical location, oil wealth, agricultural potential, and significant renewable energy capabilities. These elements can be utilized to support economic and social development if a stable environment and effective management are in place. The study concluded that transforming intra-regional trade in southwestern Libya into a tool for sustainable development may require adopting comprehensive policies focused on border security, infrastructure development, regulating border markets, combating informal trade, and strengthening economic cooperation with neighboring countries. This would contribute to raising employment and investment levels and improving living conditions in the region.
