Abstract

Health institutions face multiple administrative challenges, including weak managerial efficiency in improving the quality of medical services and a shortage of qualified administrative staff. This leads to poor planning and organization and difficulties in making effective decisions. In addition, weak communication and coordination among administrative units and health departments contribute to delays in delivering medical services and a decline in their quality. Furthermore, the increasing pressure on health institutions due to the rising number of patients compared to available resources causes staff fatigue and negatively affects the level of healthcare provided. Based on this problem, the study aimed to identify the role of health management in improving the quality of medical services and to reveal the most significant administrative obstacles affecting this process. The study adopted a descriptive analytical approach, and data were collected using a questionnaire distributed to a sample of employees working in health institutions. The results of the study showed that 100% of the respondents confirmed that health management plays an effective role in improving the quality of medical services. The findings also indicated that 97% of the respondents believe that the shortage of qualified administrative staff negatively affects the effectiveness of health institution management, while 95% reported that the required managerial competence for effective health management contributes to improving institutional performance. Additionally, the results indicated that 87% of the respondents believe that weak coordination between administrative units and departments directly affects the quality of medical services provided to patients. The significance of the study lies in highlighting the pivotal role of health management in improving the quality of medical services, contributing to the development of administrative and medical staff skills to achieve integration in healthcare delivery, identifying administrative problems that hinder the achievement of quality standards, and supporting decision-making based on sound scientific and administrative foundations, thereby contributing to the sustainability of healthcare service quality.
