Flash flood and Flood risk management and Enhancing adaptability in the Green Mountain region – Libya

As a result of changing weather patterns and rainfall levels, the likelihood of flash floods and floods has increased. Given the distribution of urban centers in the Green Mountain region, it is noted that most of them are located within valley basins, on their sides, or in the directions of their outlets, thus they are located within the range of torrential flash floods. It has become necessary to develop a method for managing the risks of flash floods and floods in line with what the international community adopts to reduce their risks. The paper aims to clarify how to employ, finance, and transform risk reduction strategies within an integrated system that includes preparedness, response, and recovery for threatened urban communities in the study area. The paper discussed three main axes. The first axis focused on studying natural hazards, exposure to them, and vulnerability, using a descriptive and analytical approach. The second axis focused on an integrated analysis of flood and flash flood risk management using an inductive approach. Finally, the third axis, a model was derived that includes the most important main procedures that can be followed to reduce flood and flash flood risks, which can be applied to the study area through a comparative approach. The work will be an important resource for future environmental, economic, social and engineering studies that will focus on sustainable and resilient urban planning in areas at risk of extreme weather events and climate variability in Libya.
